Sheff Wed Deals with Major Issues, States New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's ongoing struggles constitute a "serious issue" and the football regulator is seeking powers to look into club affairs in such situations, its new chair David Kogan has declared.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards the club's followers.

The regulator engaged with four supporter groups associated with the South Yorkshire club in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although the ban was rescinded in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the supporters of Wednesday, other clubs in similar situations where people are committed to a local institution that has been part of their lives in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for causes separate from the supporters."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the chairman's encountering," Kogan said.

"In actuality, when you look back over the history of the sport, over the recent generations there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the future."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made might evaporate swiftly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we've got to keep it going.

"Substantial financial resources flowing into the game and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Elite Division Worries

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I completely endorse the prosperity and expansion as an financial organization of the elite league.

"As someone who appreciates the concern of undermining the top flight as an elite competition of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in recent years.

The 68-year-old provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
